Recently, the general office of the State Council issued the three-year action plan for promoting the adjustment of transportation structure (2018-2020) (hereinafter referred to as the action plan).
The plan of action calls for the implementation of the spirit of Xi Jinping's new socialist ideology with China's characteristics and comprehensively carrying out the spirit of the nineteen and third Plenary Session of the nineteen and second plenary session of the party. The main line is to deepen structural reform of the transportation supply side, and take Beijing, Tianjin and surrounding areas, Changsan Jiao area and Fenwei plain as main battlefields to promote bulk cargo transportation "public transit railway, public transport". Water diversion "is the main direction of attack. Through three years of concentrated efforts, the goal of increasing 1.1 billion tons of railway freight volume, increasing 500 million tons of waterway freight volume and reducing 440 million tons of road transport volume of bulk cargo in coastal ports has been achieved. By 2020, the national cargo transportation structure will be significantly optimized, and the volume of bulk cargo transportation undertaken by railways and waterways will be significantly increased. Beijing, Tianjin, Hebei and surrounding areas will be built into the national transportation structure adjustment demonstration area.
In order to achieve the objectives, the action plan proposes six major actions.
First, railway capacity improvement. We will improve the comprehensive utilization efficiency of existing railways and speed up the construction of special railway lines. By 2020, the proportion of industrial and mining enterprises and new logistics parks with an annual volume of bulk cargo of more than 1.5 million tons will reach more than 80%. We will establish and improve a flexible mechanism for adjusting freight rates and a mechanism for floating freight rates for short-distance bulk goods.
Second, upgrading of water transport system. We will improve the network of inland water transport and promote the construction of Railways for collecting and distributing ports. By the end of 2018, the main coastal ports in the Bohai rim, Shandong Province and the Yangtze River Delta, as well as the coal gathering ports of Tangshan port and Huanghua port, will be changed to railway or waterway transportation; before the heating season in 2020, the main coastal ports, Tangshan port and Huanghua Port will be changed to railway or waterway transportation in principle.
Third, road freight management actions. Strengthen the management of over limit and overload of highway freight vehicles. By the end of 2020, the average illegal over limit and overload rate of highway freight vehicles in all provinces (districts and cities) will not exceed 0.5%. Vigorously promote the standardization of freight models and promote the intensive and efficient development of road freight industry.
Fourth, multimodal transport is speeding up. Promote the construction of logistics park with multimodal transport function, and strengthen the effective connection between different modes of transportation. Support the establishment of multi-modal transport pilot demonstration projects such as container transport, roll on / roll off transport of commodity vehicles, whole process cold chain transport, e-commerce express trains, etc.
Fifth, urban green distribution action. We will promote the construction of demonstration projects for green freight distribution in cities. Formulate policies for convenient transportation of distribution vehicles in new energy cities, and increase the promotion and application. Promote the transport of urban production and living materials between public and rail, and create a new mode of railway urban logistics distribution of "Rail + storage and distribution".
Sixthly, the integration of information resources. We will accelerate the construction of a public information platform for multimodal transport and improve the level of logistics information services. Establish a monitoring and reporting mechanism for the operation of transportation structure adjustment information.
The action plan emphasizes the need to strengthen policy support, actively implement the financial and land and sea use support policies, and ensure the effective adjustment of transportation structure. The local government should organize the preparation of the implementation plan for the adjustment of transportation structure as soon as possible, refine and decompose the objectives and tasks, and ensure the implementation of responsibilities.
